Though I agree with the core sentiment, having and using a pedal cycle and a small motorbike myself, there may be a slight flaw in the argument if things work similar in her area to how they do here (UK).
As a car driver I pay £185 a year currently to license my car. For the motorcycle, £15 a year (it isn’t exactly a racer!). For the pedal cycle… nothing. Zip. Nada. Nothing contributed towards the building or upkeep of the roadway I (or other pedal cyclists) so happily use.
So when making use of and paying for the car, you could say that I may not own the road, but I’ve certainly helped pay for a significant chunk of it. Part of the reason I try to keep out of the way when on the motorbike - as well as just for safety and courtesy’s sake - … I’ve paid for *some* of the road, but nothing in proportion to how much of it I’m using vs the car (maybe 1/4 as much and causing 1/5th the wear… vs less than 1/10th the payment).
Hmmm!
